Locality runs several major assets projects that support community organisations and social enterprise to take ownership of and develop community assets.
Our assets projects are delivered through the Locality-led Asset Transfer Unit.
The Asset Transfer Unit
The Asset Transfer Unit empowers local people and organisations to transform land and buildings into vibrant community spaces, whilst supporting the development of a thriving civil society. The Unit was established in 2009 and is led and managed by Locality, in association with Community Matters and the Local Government Association. It is funded by Communities and Local Government.

Multiple Asset Transfer
Multiple asset transfer is the transfer of a number of buildings at the same time, either to a single community organisation or to a number as part of a planned process. Find out more about the Multiple Asset Transfer programme.
Community Managed Libraries
Locality is supporting a national network of community organisations and local authorities exploring the transfer of library services and assets. Find out more about the Community Managed Libraries programme.
Community Knowledge Transfer
The Community Knowledge Transfer Project involves identifying unique local knowledge assets or organisational ‘know-how’, and exploring the potential for it to be captured and commodified to generate income through digital assets. Find out more about Community Knowledge Transfer.
Community Assets Programme
The Community Assets Programme is funded by the Office for Civil Society and managed by the Big Lottery Fund. Locality is working with Community Matters and recipients of the awards to deliver tailored packages of support to include design input; assistance with legal and governance issues; VAT advice and business planning support. Meanwhile Project

Community Shares Project
