Development Manager (Community-led Housing and Neighbourhood Planning)

Salary: £38,000 per annum, full time (plus £3,500 for London Weighting, if applicable)

The main purpose of this role is to deliver and develop our work in Community Led Housing, Community Right to Build and Neighbourhood Planning.

The role sits within the Neighbourhood Planning and Housing team.  The team is part of the wider Services team and the post holder may be expected to work across the team to meet the needs of the organisation.

Main duties and responsibilities:

Lead on the delivery of our work in Community Led Housing

  • Build our work on Community Led Housing, identifying new areas of work
  • To coordinate delivery projects for Community Led Housing
  • To run our national network for Locality members running community led housing project
  • To liaise with stakeholders and partners in the sector
  • To represent Locality in the field of Community led housing
  • To deliver training and host events where appropriate

Lead on the delivery of the Community Right to Build programme

  • To oversee the assessment of grant applications to the Community Right to Build programme in line with established processes.
  • To report to DCLG numbers and progress on the programme
  • To oversee/commission the development of resources, as required to support groups undertaking the housing/CRtB
  • To host training/webinars as necessary
  • To promote and market the fund to increase the number of applicants
  • Oversee web presence and supply material for updating/promoting
  • Amend application processes where necessary

Coordinate delivery of online resources

  • Identify and commission Delivery Agents for Tools and Templates
  • Review commissioned work packages
  • Liaise with DCLG re Signing off tools and templates
  • Identify future toolkits to be developed
  • Ensure that Locality Staff are fully informed of new resources being developed
  • Conduct market testing to identify future resources to be developed

Contribute to our work in Neighbourhood Planning

  • To support delivery of the neighbourhood planning programme through:
  • Respond to enquiries re advice and guidance:
    • Assess grant
    • Attend and support grant panel
    • Liaise with consultants
    • Proof-read reports

Oversee the Community Led Housing and CRtB elements of Locality’s web presence and support mobilisation

  • Liaise with the Communication and Engagement Dept. to ensure that messaging is in line with Organisational developments
  • Produce/Supply relevant material to promote CLH/CRtB on line
  • Conduct brief on-line market testing re accessibility of online resources
  • Feedback web presence to DCLG/funder
  • Manage feedback loop to ensure effective communication between Comms and DCLG/funding bodies

Contributing to business development and meeting income targets

  • To contribute to the development of new business opportunity, tendering for contracts and funding bids, and generating income, where appropriate.
  • To identify and pursue new opportunities for Locality and our members to deliver work in community led housing
  • To manage delegated budgets and keep clear financial records

Liaise with DCLG, and funders/stakeholders

  • Attend monthly and quarterly meetings with DCLG/ Funders/stakeholders as required
  • Respond to any queries
  • Produce the regular reports for DCLG Funders/stakeholders as required
  • Produce quarterly/annual reports

Represent Locality at external events

  • Representing Locality at public events as required
  • Speaking at public meetings as required
  • Liaising with Stakeholders as required
