The report Income Generation for Public Libraries: learning and case studies from a national pilot project in England, shows that major transformation is underway across most public library services in England but there is much more to do if significant levels of income generation are to support more resilient and fast-evolving library services.

The research is drawn from Locality’s work with five trailblazing library authorities over six months, exploring how they are leading the way in developing their enterprising activities to generate additional income and ensure their services remain sustainable.

The five pilot projects are:

The pilots tested out a range of income-generating activities, including the development of a performing arts hub, creative work spaces, children’s holiday clubs and parties, cafes and room hire, digital technology and retail. The pilot projects were supported by Locality and funded by Arts Council England.
