Senior Management Team
Tony Armstrong – Chief Executive
Tony has led Locality since 2014 and oversees all aspects of the organisation. He has a background in supporting communities to have more say over their local areas in the third sector and the public sector. He led the national charity Living Streets between 2008-14.
Before joining the sector, Tony was a civil servant for nine years and held a number of senior policy adviser roles in Government, including work on neighbourhood regeneration and renewal and health improvement.
Carole Reilly – Director of Services
Carole has worked in community development and regeneration in the third sector and public sector for over 25 years, and has worked at Locality for over 10 years.
As Director of Services Carole leads all direct support work for local communities. Prior to holding this post Carole led Locality’s Neighbourhood Planning aprogramme supporting community organisations actively involved in development and regeneration.
Prior to joining Locality she was Chief Executive of a large development trust in the East of England. She has been a member of the Heritage Lottery Fund’s Regional Committee since 2002.

Graham Finegold – Director of Finance and Resources
Graham has a broad experience in the voluntary sector including as a Chief Executive of a medium sized charity in London. He co-founded a successful consultancy business, working across the public and voluntary sector on a wide range of projects including financial modelling and programme management. After consulting to Locality for over two years, Graham joined the Locality team as Director of Finances and Resources in January 2018.
Maya Bhose – Director of Marketing and Partnerships
Maya has spent most of her career in the commercial sector in the UK and has more than fifteen years’ experience in marketing and brand strategy and campaign development. Maya’s specialism is building a consumer-centric mindset into a Brand. Maya worked on the launch of O2, the Nokia Lumia smartphone and many Pay TV channels, as well as an initiative for the Mayor of London to encourage inward investment to London. Maya has been leading Locality’s marketing, engagement and membership since February 2020.
