Community Asset Transfer for Local Authorities: Getting started with your strategy and processes

A deep dive into Community Asset Transfer (CAT) strategy and processes, offering local authorities the tools to ensure consistency, transparency and sound decision making. Participants will learn practical ways to support community organisations in their areas to take over and manage successful community assets. Our group workshops are the perfect blend of expert support and peer to peer learning. By the end of this workshop, you will take away the building blocks for developing a CAT strategy and a route-map for creating the relevant processes for your organisation.

You will learn:

  • An overview of the policy landscape for CAT, including relevant policy changes and myth-busting
  • The key ingredients for success with CAT, including leadership considerations, length of tenure, governance and capacity requirements, and community engagement
  • How to identify surplus assets and audit potential properties for CAT, working collaboratively across council teams
  • How to manage applications for CAT, including publishing a pipeline and inviting expressions of interest, shortlisting applications, business plan development and assessment, and negotiating Heads of Terms.
  • How to manage relationships and processes post-CAT, including monitoring and aftercare support for community organisations
  • Case studies for best practice in CAT strategy elsewhere across the country

How will it be delivered

This training will take place online on Zoom. We'll send out the Zoom link with the joining instructions before the session.

The session will be broken up into topics with some information sharing, for example through a presentation.

This will be followed by group activities where you put this knowledge into practice and apply it to your organisation. We sometimes use digital tools for activities where we work together.

There will be some breaks.
