Why is a Steering Group needed? What will they do?
The insight and expertise of those with lived experience of racial inequity is vital to ensuring the project’s success. While Locality is ultimately responsible for delivery, we want to work closely with a Steering Group of Locality members from Black and racially minoritised backgrounds to co-create the project alongside the Locality policy team.
We're keen to agree with the Group the exact nature of their role in the project from the outset. We envisage this including:
- shaping the research framework and key milestones of the project;
- advising on the most appropriate choice of language;
- acting as a critical friend;
- helping to ensure the research has a practical focus;
- flagging any concerns, issues or risks that need to be addressed;
- building long term impact for the project.
We recognise that for a project like this it is particularly important to work in an agile and adaptive way. We're committed to working with the Steering Group to evolve roles and focus as required.
What are the benefits of being a Steering Group member?
The Steering Group provides an opportunity to work with us on this important journey and help provide community organisations with the support they need to create places for everyone.
There is a budget available to compensate Steering Group members for their time (see below).
We also hope the group will provide opportunities to make new connections, develop skills, and share knowledge, experience, and expertise with like-minded peers.
How will Locality support the Steering Group?
Locality assumes overall responsibility for delivering the project and reporting to the Esmée Fairbairn Foundation. Locality is also responsible for coordinating the work of the Steering Group, including scheduling meetings, drafting agendas, creating briefs, facilitating meetings, acting on the recommendations taken, liaising with individual members outside of sessions, and ensuring members have everything they need to support the project.
Locality is committed to the principle of co-design and will work to ensure the Steering Group is empowered and confident in making its recommendations throughout the lifetime of the project.
It is anticipated most discussion will take place within meetings. However, Locality’s policy team will be on hand outside meetings to assist with any questions and ensure members have everything they need. Locality will also ensure members have an appropriate forum to share information and communicate with other members outside of sessions, as well as having access to project materials.
Who is eligible to participate in the Steering Group?
The Steering Group will comprise up to eight Locality members who are:
- people of colour;
- experienced in place-based working; and
- Essentials or Membership Plus members.
Membership is open to trustees, volunteers, or paid staff members of all levels.

What is expected from Steering Group members?
Members are expected to attend three half-day meetings taking place within the lifetime of the project. Dates and times will be determined based on member availability. The meetings will be held online.
Are Steering Group members paid for their participation?
Members will receive £250 in remuneration for each attendance at a half-day meeting.
